Chiefs of Police and Peace Officers Convention, 1915
This group photo was taken on the old Capitol Annex (and later library) steps in 1915. This was the third annual Chiefs of Police and Peace Officers Convention. It's interesting to note the "Bobby" style headgear on some of them.
